The first concrete poured at Lower Monumental Lock and Dam, Nov. 27, 1962, is commemorated with a sign on the side of the bucket. The hydroelectric run-of-the-river dam on the Snake River bridges Franklin and Walla Walla counties, 43 miles north of Walla Walla and six miles south of Kahlotus.
